NGC and ACAB - anybody know what's up?

Just received a weird email from NGC

"NGC Offers Free ReHolders for Coins with the ACAB Red Dragon Label"

It was news in 2017 when NGC formed "NGC ACAB": https://www.ngccoin.com/news/article/5844/NGC-Advanced-Chinese-Authentication-Bureau/

Sounds like there's been a bunch of fakes using their older holders.

 

Except their "older holders" are just standard NGC holders with a specific label.

 

True, but why would they offer, or anyone want, a newer label unless somehow, somewhere, someone had caused a loss in confidence in the older label? These are Chinese coins, and the Chinese seem to be the world leaders in such behavior.
