So I recently purchased a 1955 MS67 RD Lincoln Cent with the following pictures. I'm fairly certain that it is a proof but on the NGC website and on the table it says MS67 RD. Just want to be one hundred percent sure before I try and get a return.

It sure looks like a proof to me. I assume you paid MS money? I'd return it and advise the seller that it is a mislabeled PF67.

I had the exact same thing happen to me 4 years ago (1955 MS67 that was proof). It later showed up on eBay and I warned the seller, but I don't know how it ended. I cannot find the certification number, so I cannot say this is the same coin, but it would not surprise me.

Typographical errors (also called mechanical errors) do happen from time to time. You might want to give NGC a call to verify it and see what other options you have.
