Full cartwheel cluster. Cheek has very few hits.

My personal grade is at least MS64.

I'd just call it uncirculated. Mini-micro grading is an obsession of US collectors that has little traction in the rest of the world.

It's of more concern to plastic box collectors than coin collectors.

Your pictures make it impossible to see if it was cleaned or not, but looks like a high AU at best to me. The cheekbone is the high point of the design and looks to have a bit a wear.

 

Could those be bag marks?

 

I would grade this coin as PMS-69

Definition: PMS = Post Minting Syndrome, 69 = One side is over the other (one side is better)

 

Bag marks and some wear to the right of the marks, on the highest point in the design.
