My bet is they don't do that. They strike a portion for immediate delivery and then basically strike to order so they never have more than a small amount more than needed to fill orders. That's why so many people have to wait while their coins are on back order, because the MInt DOESN'T strike all of the coins and orders have overrun stock on hand.
Yep we struck coins for them from 1903 to 1935 as a US protectrate, the three coins set in 1936 to mark their change to Commonwealth status, and the two coin set in 1947 to mark their change in status to independence. As far as a commemorative, in general they should only be for fifty years anniversaries or multiples of fifty years. Odd anniversaries come across as just being money grubbing attempts and not serious commemoratives. There is nothing that fits a fifty or hundred year anniversary with the Phillippines until 2036. You are assuming they strike ALL of the coins authorized and then melt down the ones they don't sell. So once the order period ends they never have more than a small number of coins that have to be destroyed.
