LOL. Wow, just wow Granted, back in the day (18th century and before) the letter S in print was usually substituted with F but if they were trying for an old-timey look then why not 'happineff'? They goofed it pretty bad. Or maybe it's a shrewd marketing move meant to draw attention to it and -hopefully- throngs of buyers going crazy to score one of these "rarities" before they realize the error. (yeah right) Rasiel
No error, that is the way it is actually written on the Declaration of Independence. It gets really confusing sometimes when transcribing old mint archives documents.
Another misguided attempt. Why can’t we get some decent designs? 2 problems here: Someone got paid a lot of money to produce this sad result, and, the problem was exacerbated because someone approved the design. IMO...Spark

There was some linguistic rule for when the s or the other symbol was to be used, they weren't just used at random or on a whim.
Generally, the medial (long) "S" was only used in these instances: 1. beginning of word, lowercase (ie sleep - fleep) 2. middle of word (ie residue - refidue) 3. middle of word in a doubled-s, BEFORE the second s (ie misstep - mifstep) So, Mississippi would be spelled "Mifsifsippi", not "Miffiffippi" Similarly, Happiness is "Happinefs," not "Happineff" Also, "Sleepiness" is "Sleepinefs"
