'Uncertain' is a common attribution on coins of this region. I prefer it to guesses tagged on coins that will be changed by every new generation of scholarly guessers whose evidence may be 1% more accurate than the old one and will be changed again by the next.
Asia Minor Coins lists this coin for Kelenderis, possibly because of the similar gorgons from this city. But if there is no proof (e.g. a Kelenderis hoard find) I have my doubts: http://www.asiaminorcoins.com/gallery/displayimage.php?pid=15190
