But what they're talking about is <b>the time period before 1986.</b> Before the TPGs even existed, and before the ANA issued it's 3rd edition. In other words, those coins that were graded MS65 and became MS63- they were graded before 1986 when only technical grading was used. It was only after the 3rd edition came out and technical grading ended that those MS65s became MS63s.</p><p><br /></p><p>Technical grading ended completely and totally in 1986.
