    Does anyone think that the U.S. was issuing American Silver Eagles in 1906? It looks like the Chinese thought that the Americans were issuing them.

    I agree, a prepared punch. It must have been stamped by an official agency of some sort to be able to afford an expensive stamp like that. Plus it would have had to be used a lot to make it worthwhile.
