Im new to this so please bare with me. I have come across a 20 dollar bill that seams to have some type of ink mark behind the actual print of the note. I was wondering If any one had any knowladge on this subject

Im working on that im on my mobile phone and have took some pics but now have to figure out how to post them
it appears to be behind the eagle because the ink they use for the stamp doesn't adhere to the ink they use for the eagle so it comes off quick or it doesn't stay on at all.
Im sorry to seem like im confused but i am actually because it looks to as if the stamp or markings were put on and then the eagle printed over the stamp excuse me if i seem to be arguing about this with you. I assure you im not. Im just simply ignorant to the facts and want to make absolutely sure of it before i go and spend a rare note. Again forgive my studerness please
Yes it looks like that. But the stamp is actually on top of that eagle. And the way they have designed the new bills with the color shifting ink properties which doesn't really accept the tellers stamp, makes it appear that it is underneath. But it is actually on top.
Take a regular bill from circulation and stamp it with a rubber stamp, I'll bet it'll look the same because the ink from the stamp won't stick to the color shifting ink on the bill.
