Mint damage or PMD?

I came across this steel cent with a clip out of the bottom, wondering if you can even tell if this was done at the mint or after.

Looks like fresh scratch. Rotate the coin and photo again so we can see the color of the mark at another angle.

 

looks like a original clip to me...wait for more experienced answers.

I thought you were wondering about the scratch face I need to CAREFULLY read the posts and look at ALL the photo's

It is a clip and I see the "Blakesley Effect." Edge view looks genuine also.

I can see it, too! Note that the rim is weak.

I see the Blakesley effect over the WE on the obverse. My guess is it's legitimate.
