Not a lamination. Not a mint error. It's half of a magician's coin. It was hollowed to accept another coin face, probably a dime. From the number of posts here asking the same question, I have to assume they are very common.
It was probably reamed out to accept the reverse of another cent to make it a "two-tailed" cent. It looks like whomever attempted it failed because it wasn't reamed out on a level plane. You can see that the depth on the left side is shallower than the depth on the right side. Chris
