Welcome to CT @LilMomma35. Boy, it certainly does look like a D, doesn't it? But as stated above the only way it could have been produced at the mint like that, was if the letter D, as a dropped letter, fell EXACTLY on the L, which would be astronomical odds. But, you can also see that none of the D's on the obverse are the correct size, so I would have to say that it is PMD, as the quarter looks to have a lot of circulation and it is easy for pareidolia to take over. I would agree post mint damage. But it is so odd that it warranted a second and third look. Don't blame you at all for posting and asking. Check out this PMD coin that raised the roof here on CT.
