Your coin was damaged. That's displaced metal. It's all around the coin on both sides.

It almost looks like a severely worn die strike.

Is this caused with a contaminant may be grease along with a double die

If it was, wouldn't the torch and the head of FDR be affected also? They aren't. I was almost going to say it was done by a coin rolling machine but that wouldn't affect BOTH sides. No, I think the coin was damaged somehow.

Grease would cause a weak strike or missing strike, not one like this

The center of both sides is clear while towards the rim the fields have a "bubbly" appearance. Not sure what caused it but IMHO it's DEMDAM, not an error

I thought it might’ve been a coin roller damage but from my understanding it will have scratches Which it does on America and on the flame but the rest of the areas are smooth when I look at it through the lupe

Being around the edge, and not in the center, I think it may be more of a case of grease/debris filled dies.
It's not a true doubled die though.

A lot of 2015P dimes look like that! I saved the first few I found then realized there are so many like that and quit. Keep looking! You next coin could be the one you've been looking for!!! Good luck!!!!
