I think he meant bill of sale and it was a typo. Mostly talking about that previous letter you alluded to stating that they were genuine. I would take them to my local dealer, alert him to your concerns, and see what he says about it. If you really want to know, oyu can always send them out to be authenticated by PCGS or another paper grading company.
Most dealers at "local coin shops" know very little about paper money. Before showing them to any coin dealer make certain that you know what the dealer's level of expertise is with paper money. If he tells you they are genuine and offers you more than $20.00 for them, take it. They are reproductions and worth only about a buck a piece as such.
I have literally seen a hundred of this exact same note over the years. They are very common reproductions. The part that blows my mind is that there is an appraisal or bill of sale out there for these notes in the $1,800 range... yikes.

Is it an appraisal or a bill of sale? Two different things. If it is an appraisal then they had no idea what they were looking at and they should not be trusted. If it is a bill of sale, then it could be the case of a telemarketer who knew exactly what he was doing selling four worthless fakes for $1,800 and then disappearing.
