Even with your poor photo, I can tell it's not missing a clad layer.
I can see the nickel color that's not hidden by the staining that
    appears to be copper colored.

What does a normal quarter weight? The copper is toning from the seller handling improperly.

Idk could you take better pic of obverse I looked at first pic the one on the scale and it looks ok but I do see what rick is saying I see nickel showing. The weight is right for missing clad but need better pics.

I thought missing clad layer was one side? Maybe someone ground it off both sides somehow (acid? no idea) and that amounts to the missing weight.

It is just one side. I don't understand what y'all are seeing there is no sign of nickel.

Perhaps you need to post better photos.

What is it? It weighs exactly what it should be. Toning does not make coins loose weight. The rev is weakly struck just like it should be. It is lightly circulated. That's the areas that appear silver color in the photos. Please tell me what it is. I know what it is but please tell me what you think.

It's environmental damage. Anything more than that is conjecture.

The picture of the weight of your coin is 4.6. Erics coin is 4.47. Your coin is not the same Steve.
