Personally, I don't think this will be a big impact for smaller sellers. When I'm looking to buy something from E-Bay, I'll typically look for a specific item and judge different auctions based on the auctions themselves rather than who the seller is. I take user feedback into account, but if two sellers are offering comparable products for sale, I'll bid on whichever one has a lower price (or whichever one is ending first if they're comparable). In a true auction format, it's the buyers that determine the final price, not the seller.
