As far as the "art" is considered with this coin, some numismatic researchers don't like the design, and think it's a bad design because it has a building on the reverse (a difficult main device to pull off on a coin), and because the relief of the building on the reverse competes with the relief of the obverse design, so the dies don't bring up the design fully on either side. Hence the reason why the "full step" varieties go for a premium in mint state.
I'm not sure what a "daller" is but it's not worth 3 dollars if that's what you paid for it. It's probably worth no more than 20 cents to a collector.
