Its a privately issued California fractional. Its not PMD, it graded MS65+. These were just sort of crudely made compared to real circulating coins of the time.
Thanks, the scalped look made me wonder. The edge is/was reeded to help stop dishonest people from removing material from the edge if I'm not mistaken. At least from mint issued coins. As I can see you have some very hard to find pieces in extremely high grade. Very nice.
