I don't know for sure, but am guessing that one can collect as much dirt and gunk in and around the devices of an "excused" coin as within the devices of an incused coin.
I have never been real thrilled about the design of the Peace dollar. I have a few raw ones. I needed a graded one for a type set and this one filled that hole.
Very nice proof above, I have a bunch of Silver Premier sets I can't bring myself to break open. I got this today, was in love with the vibrant, natural color under the dirt. There's a bit of die deterioration doubling on the back (or something) and the E of CENT seems to be chipped. Someone also scraped at a small patch of the reverse, visible under the right light (anything but total darkness). Will never grade to anything, but I've come to realize I like eye-appealing US coins of almost every sort. This one is nicer than some of the weirdly clean ones I see for sale, to a certain point.
