Your chips gave great discounts on regular pricing in the clubs. The open mess chips allowed the enlisted men to bring there families there to eat. A much cheaper way to feed a family than even buying food at the PX or government sponsored grocery store. They would honor these chips even for non-family visiting guests for those stationed at the base.
