Not sure who cut the dies or issued it, but it exhibits good workmanship. The seller had no history on it. She found it in a large lot of U.S. coins she bought. Since the toning is even throughout the coin and stamp, and both show a small bit of wear, I would guess the couinterstamp was applied in the very early 1970&#039;s about when the coin was minted.
