I do think they are. I have a few of them. These Mint Souvenir tokens are something to look for to.

I was in the Marshall Islands (Majuro) ashore from a cruise ship in 2015. They used US money, I saw nothing unusual in change or in the (rather basic) stores. I did not go looking for the office (if there is one) where you can redeem coins as I did not have any to redeem. IMG_2318.JPG

In Britain, they don't use rolls for coins, but rather they bag it in small plastic bags with a certain number of coins. These bags are weighed, until fairly recently on balance scales, with weights like this used to balance. The "Bronze" is probably post-decimalization (1971) because a weight for a pound of pre-decimal coppers would be much larger. The other could be either pre- or post- decimalization because the shilling continued in use as 5p after Decimal Day, and the florin as 10p and so the weight of 5 pounds worth of "silver" (actually cupronickel) did not change. It's the only one I've seen with the bank name on it. I have others that weigh a certain value in banknotes. Now they use digital scales and electronic counters.

Here's an unusual item, that I bought in a small lot of tokens/medals (none of the others had this ... theme) in Berlin in 2016. fullsizeoutput_a81.jpeg fullsizeoutput_a82.jpeg
This was issued in the run-up to the 1930 German (Weimar Republic) election, and the party in question was list 9, and finished second, though they went from 12 to 107 seats. They were not made a part of the government. The translation on the obverse, leaving aside the name, is "The leader for the emergency" and I think the reverse more or less speaks for itself. It goes without saying I have absolutely no sympathy for the ideals of the person or party. Aluminum and about 33mm.

And these, which probably don't qualify as exonumia as they are (or were) foreign currency at some point, but liked them just the same :)

I believe these weights were used to measure out medicines. Surely a person needs to have scruples for such a precise profession.

Yours is nicer than mine! I paid 67 cents for mine today but am unsure whether the hat should be upright like a top hat or like you have it head hole side up?
