Do any of you serious collectors bother to purchase coins that have been layered with gold or platinum or whatever after minting? For instance the state quarters that have been layered in something or other sold on these shopping channels. What does this do to the value of the coin? Help me out with this.

Any coin that is altered after it leaves the mint is worth about its face value to a collector or melt value. This includes the "enhancements" that the coins on the shopping channels receive. The minimal amount of precious metals applied to the coins is not substantial enough to make these pieces worth anywhere near the over-inflated prices they sell for on the shopping channels.
I'm sure there are people working on these collections, but I wouldnt' want to be them when they find out just how much they are not worth when it's time to sell.
