The Liberty Seated half dime was minted from 1853 to 1855 with arrows beside the date to denote the reduction in weight from 1.34 grams to 1.24 grams. The mint reduced the weight of all the silver coinage (except the dollar) because the gold finds in California had increased the value of silver in excess of the face value of the silver coinage, resulting in excessive hoarding and melting of the coinage. NGC noted this on their label with the "Arrows" labeling. The other label notation "Genuine" means that NGC is verifying that your coin is legitimate but that it has condition problems that preclude it receiving a straight grade - similar to a "Details" judgement.
