Krugerrand Commemorative Silver Bullion

With all the talk and discussion about the new silver Krugerrand coming out in 2017, I thought it was kind of ironic (or destiny) that I found this bullion round in a box of other rounds. I just had to grab it since all this talk of Krugerrands was fresh in my mind.

My guess is it's a 1983.

I'm not sure who minted this one. Did the South African Mint produce these?
