Restrike means made after (long after) the date on the coin. They may still be making these things. That cut under the nose would turn a restrike into a melt value item. I am not skilled enough to recognize all the rare and original varieties but I believe this is a restrike worth its weight in silver assuming it is silver. If I wanted to know about the coin, I might read the extensive site below but the easy way would be to assume it is a damaged restrike and sell for melt. http://www.theresia.name/en/
