Usually it's the recipient. It gets a lot harder to prove than a no-show. I've been shafted before with deliveries left on my doorstep - those are a real pain. And, I had one that was "signed" for (the name didn't match mine or my wife's). That one was surprisingly difficult to fight.
I've wondered if it would be worth it to complain at the post office. I've probably failed to receive four orders over the last year out of more than 100. The percentage isn't bad, but I'd still expect better. The problem is you don't know what step along the process it got lost. It could be at my local post office, the post office of origin or anywhere in between. And I live in a bigger town with a busy post office and I know it would be a hassle to complain, so I don't want to unless it will make a difference.
I believe that you lodging a complaint could make a difference. Your action could put the "blood hounds" onto the guy that is perpetrating this nonsense. If no one complains, no one gets caught. You could make a difference for the next guy receiving something valuable......
