The way they are on the coin and what they look like will tell you if they occurred inside the Mint or became attached in circulation. Your bet bet is searching BU dimes and quarters dated between 1945 and 1964.</p><p><br /></p><p>PS The coin in the OP is a good example of one type of unusual Mint-made debris.
