The obverse has the character meaning "Award" at the top, and the Roman letters at the bottom stand for "Tokyo Mokei Hikoki Kenkyukai" - "Tokyo Model Airplane Study Group". The reverse legends across the top and the middle both spell out the group name; the single character in the upper field means "Present" or "Gift", and the bottom legend is "Tokyo-shi Kyobashi-ku" or "Tokyo City, Kyobashi-ward", a neighborhood of Central Tokyo, more or less between the Imperial Palace and the Ginza.  That's probably where the convention or meeting was held at which this was awarded for an unspecified accomplishment.
