IS THIS RUST?

Hi Everyone, found this 1943 cent a while ago and going through my coins I
noticed this rust and do not remember if this happened while I had it or it
was like this when I found it....Anyway to clean this off?

I remember putting this stuff on cone top, beer cans to clean them .
Did a good job too ...

I guess I deserved that response, SmokinJoe. Truth be told, what I would do with it is throw it in one of my various stashes of essentially worthless Lincoln cents.
