That looks like a PCGS 13 style slab to me.

If I'm thinking right, the book sold out really fast.
I was too late but Conder101 was still able to sell me the CD.
It's been 10 years but he may still be able to sell a copy.
At one point I thought he said he would not be doing a second book.
    Hope I'm wrong.

I have faith there will be a second book, as clearly there is demand for it. However, I'm sure the constant "is it done yet" could get frustrating, so Conder may keep progress announcements close to his chest until he is ready for the big reveal. Not unlike the mythical Dr. Dre album "Detox".

Regarding the color of labels - Conder even says in his book that certain PCGS labels are well known for changing color over time. It may be something just as simple for this particular slab.

I think the color of the ebay coin is the result of the imaging. The color of the plastic of the slab looks off as well. I feel confident it is PCGS 13 slab used from Feb 2002 to Nov 2005.

The slab really known for the changing color of the labels was PCGS 4 the first of the green label slabs, 1990 to mid 1995. They were originally green but the green ink used to create the back ground color was unstable and can can be found in in many different colors from a very light yellow through a sky blue very similar to the slabs used from 1999 - 2012.
