    Look man, it's not going to happen. Unless you know a lot and/or have great connections (eBay doesn't count). Keep chasing your great deal and see how much money you spend.

    I wouldn't say Anacs is better than icg. That's an opinion, just like whether pcgs is better than ngc. Anacs and icg are in the same grading tier, namely the second one

    Well it has a 17 character barcode so it is before April of 2000. It does have a barcode so it is after late 1990. I can't see the ANACS logos well. If they are small and red-gold in color it would be roughly 1992 to 97. If they are a little larger and gray-green in color then it's 1997 to April 2000. (There are several subvarieties during that period as well.)
