Are you sure about that, or are you just guessing? OP, It is not damage to the coin itself, but isn't really an "error" either; it is a known anomaly that appears on some, I believe "closed 3" IIRC, coins of this date. There is certainly someone here, a collector of the series, who could better explain.

Broken hub. This same type broken D is also often seen on two cent pieces and half dimes. Sometimes on other denominations as well.
