Bare with me I'm new. They made a proof of the 1989 panda. If it's not a proof it's just called a bullion?
No worries. Yes, they made proofs and regular bullion pieces. I'm not an expert on the series, but it seems as though the proofs came in boxes and the regular bullion pieces came in the plastic like yours. Also, proofs tend to have frosted designs. If you google 1989 Proof China Panda and 1989 China Panda you should be able to see the difference yourself. If I may ask, where did you get this from? Just curious.
A local coin dealer. He let me have it for $17. I was going to throw it in a trade for a Morgan but I was asking $40 for the panda. Think I should hold onto it!

I would check the weight of yours as well as check it with a magnet. Pandas are faked a lot (It's China we're talking about...) If you managed to pick yours up for $17 that makes me wary. Either that, or your local coin dealer doesn't know what he's doing and you should go get more
