Is this common on US bills?

Is this common? I cant seem to recall coming across a bill this offset before.

A wee bit off centered but within specs. I'd keep it as it's red. Not much premium on it though.

They all aren't centered exactly. Ideally you want to see the edge of the next note
on a very wide margin.

 

Here,s an example, though not very common, not sure if you know about the
Grading scale of 60-70 ?
