Is this coin considered a Junk Silver Piece?

I wouldn't consider it "Junk". As far as deciding to keep it, that would depend upon what you're trying to do. Silver is low now, but it could go back up above $18.66/oz and then you would be at parity with what you paid. If you are collecting Franklins and didn't have a 1962-P, then hold it until a better example comes along and then list it at a higher price than what you paid.
