Is This Bust Half Funny Looking

After getting some other opinions on this one, I believe that it's probably authentic, but heavily worked on, maybe a coin-doctor-in training. Whizzing to smooth out the fields, perhaps re-engraving of hair details. the 'inverted nipple' appears to be some of the drapery that didn't strike up to well, or maybe worn away. FWIW.
