Hello I will say no it is not a Mint Error. The Obverse looks like Circulation wear and tear and the Reverse looks like something affected the metal and it eroded or wore away then it smoothed over time.
imagination running wild .... Poor Abe was shot in 1952 from the back, twice, tap-tap style with the exit wound clearly visible. No need for I.C.U in this case.
