Welcome to CT. This was created by smashing two coins together. That was done with some type of screw clamp.

Reverse looks like one of those wire cupped wheel brushes you attach to a drill - for that intact circular section.
Incused and backwards lettering usually means damaged. Not a Mint Error. Interesting find though. Thanks for sharing.
