Is this a mint error?

    The mint seems to be pushed up towards the 9 exposing the under layer. Would this be called a mint error?

    Die Deterioration Doubling with a Split Plating issue in the Mint Mark.. Nothing major

    We see this issue a lot here on CoinTalk. Copper plated zinc cents are really bad.
