I think it's Constans. Not sure of the mint.

Much of the name is off the flan, so it may be difficult to tell for sure I guess.

Someboy gave this to my youngest at a coin show a few years ago, and I wanted to let him know what he has.

 

You can see "NS PF AVG" so yes, it is Constans.

Mint should be somewhere under that dirt on the exergue.
