Is this a 'barbaric forgery' coin?

    This coin's reverse (assumption) looks a lot like SALVS.. Victory walking l., dragging captive and carrying trophy. But, I have no idea what they were going for on the observe. Just wondering if anyone else sees this as a regular coin for a barbaric coin. Thanks.
