Is this 1989 p Lincoln cent struck on object ?

    It's a 'counterpunch' -

    Someone punched the '7' into the coin.

    See the flattened area on the obverse.

    Definitely PMD

    That's what I thought at first. Put under my microscope and seems to be struck a with minting of coin. It actually looks like the number 4. Wish I could take better pics. I have many punched coins none have this appearance close up.

    Done after the coin left the US Mint.
    I agree with Counterpunch

    Not a mint error of any kind.

    Not a Mint error. It is PMD as it was done after it left the Mint. It's called a counter punch. Reread what Fred and Paddy said.
