Is this 1971 Half Dollar error a lamination error?

    I got a few half dollars rolls to go through and came across this one. At first I thought it was PMD, but after taking a second look I realized it was an error of some sort.     It's called a Rim Burr. Not a Lamination.
    Mint Error.
