Is my 2013 dollar bill some sort of error?

I was looking at my pocket change when I noticed THIS! When you look above the serial number on the right hand side, you can see the something in the same ink as what is used in the serial number. What are your guys's thoughts? Do I have something cool for
my personal collection?

As mentioned, just an ink smear and NAV in my opinion.

Need a better photo of the front...need to see series number etc.....
Ok...now I see it...I agree with everyone else...the 2017 series has
many instances of mild over inking issues...

 

Judging by the signatures, and the title of the thread, it’s a series 2013.
