I know that the melting of coins is not illegal in South Korea. People were legally melting large quantities of the old copper-based 10 Won coins when copper prices spiked a few years ago. They were getting in trouble for not disposing of the waste products from their smelting operations, though.

Smelting any metal can easily bring more legal problems than you might expect. Ceramics is no longer taught in my college due to the upgrades in ventilation and monitoring the metallic substances in the glazes that would be needed in the state/county/city regs. The indoor shooting range owner claims to have spent 500,000 on the same for lead components. If you have access and do it , and never sell or brag about it, no one would know but yourself, but many people have to brag about it and then it can be a problem.
