Is it common for the lower part of the L and E in liberty to be short if not almost missing

    Most likely caused by a Debris filled die. Not Uncommon to find.

    Actually.. It looks like the L took a hit.
    Damaged.
    The E maybe a bit of a greater but it could be a hit also. Smashed.
