But if you drive them on the roads here in the US you can be charged and fined for conspiring to evade the fuel tax laws.

As to the Whizzers, they are a neat little bike but I prefer a regular moped. I consider them to be more stable, they tend to have more comfortable seats and a higher carrying capacity. I rode one from 1980 to 2004. A used Tomos moped (the brand I rode) can often be purchased from $600 to $1000, no insurance or motorcycle license required, no license plate registration or annual excise taxes. Goes about 40 mph and gets 100 mpg. (A new one costs about $2,000)

For the last three years I've ridden a Honda Helix motorscooter. Has a 250 cc engine and a trunk, I have a secondary storage box as well. Can carry two people, three bags of groceries, goes 65 mph and gets 60 mpg. Now for it you have to have plates, insurance, and a motorcycle license. My plates and taxes are about $38 a year and my insurance is $95 a year. A used one can be purchased for $2000 or less, and a new one can be found for around $4000. This is what they look like. (This one doesn't have the extra storage box)

 

I also have my eye on one of these engines for a bike. I could come in under $1000.
