Inverted Die Strike?

    Would like some help on this one. I've been researching this 1986 P Washington Quarter I found. I'm having trouble pinning down exactly what error this is. I'm thinking a slight broadstruck with (just learned this today) an inverted die instillation strike. If this is what it is, is the inverted die installation the cause of the reeding coming over on to the obverse of the coin as you see on the right?     The reeding is a collar clash. Not inverted die. The mint did not start using inverted die installation until 1992 for a few trials.

    Inverted die setups were re-introduced in 1992, in the Denver Mint.
