I've had this Note in my collection for quite a while and often wondered if it's an ink smear or just post Mint gunk?

The Note is crisp to the touch and in pretty good shape. Other than the gunk, of course.:nailbiting:

    Any opinions?

Looks like an ink smear, could be wrong, Need better photos though.

nope. looks like it was rubbing up against something, or in a black wallet for a very long time.

Looks like post BEP soiling to me, like oil of some kind. But would need to have in hand to tell with more certainty.

DUNK2, I agree with Jim Hatch--really need note 'in hand' to determine. I would place it in a mylar holder and take it to a dealer you trust or take it to your local coin club meeting and ask some of your currency collector members.
